Totally agree with this though I wouldn't have a strict time amount. The amount should be based upon the time it would take for a human with reaction time to avoid the ROW boat AFTER that boat makes their course change or gains ROW. Oooh, that's kinda (exactly) like rules 15 and 16!! In the meantime, sailors should learn the typical ways this happens and accept the rules for what they are.
