how to create own club and how do they work

I have not seen any firms answers on can one create a club that one host regattas and results are captured.  If there is a facility to do this  what is the process? Is the club just a forum discussion platform or can club members create regattas, not just single races. im thinking of a long term season regatta where results are captured.

A lot of clubs use Discord and www.sailranks.com/v/home to run their races.
